Roosevelt was named for Theodore Roosevelt, the twenty-sixth president of the United States, who had enlisted New Mexican Rough Riders when he climbed San Juan Hill during the Spanish-American War. Portales, the county seat, is the home of Eastern New Mexico University.

The county is an important ranching, farming and dairy area. It is the home of the delicious Valencia peanut. It is also the home of DariConcepts, a state of the art milk processing plant producing the first milk protein concentrates in the nation. In Blackwater Draw, archaeological discoveries of "Bison Nomads" who lived there 10,000 to 15,000 years ago have been found.
